Canada's Foreign Affairs Minister on the Warpath

“OTTAWA — Canada’s Foreign Affairs minister, Melanie Joly, says the international rules-based system is “cracking” as she launched a major overhaul of her department that is hobbled by a risk averse culture, lack of expertise and recruitment issues.
Wednesday, Joly released a report called “Future of Diplomacy” and her vision for a revamped Global Affairs Canada to a room full of Canada’s ambassadors.
Both her speech and her report acknowledge many of the longstanding issues plaguing the country’s foreign service and recently reported by the National Post. She promised that a plan to address the issues and implement her reforms would be made public on Sept. 1.
“The rules-based system that has kept us safe is cracking, and the very institutions that are built upon it are under strain. The invasion of Ukraine by Russian President Putin is evidence of that,” Joly told ambassadors.”—National Post

It is very odd that at time of world crisis and the looming expectation of global nuclear war she chooses this time to “overhaul“ her under performing department. It smells like a lot of bad decisions and under performing have been ongoing. This does not inspire confidence at a time most needed.
What she outlines as being wrong within her department, too many Canadians feel is wrong with the government over all— “risk averse culture, lack of expertise and recruitment issues.” It suffers from under performance in too many departments starting at the top.
What she casually refers to as “The invasion of Ukraine by Russian President Putin” is actually the most recent chapter in the hundred old imperialist war against both Russia and China. It has nothing to do with the liberation or salvation of Ukraine and everything to with Ukraine being the sacrificial pawn/Trojan horse for NATO’s war on Russia. Ukraine is bought and paid for by Western investors and if Zelensky doesn’t deliver the goods his fate is predictable. Zelensky and his cohorts are a wholly owned and operated franchise for Washington’s imperialist wars.
In her recruitment of new staff she must insure they have a thorough grounding in history and geopolitics, with a good dollop of common sense thrown in.
When she refers to the “rules based system” she refers to what is more commonly known as the “rules based order” (RBO) which refers to Washington carrying the big stick and everybody else doing as they are told. Where Washington is willing to go to nuclear war to enforce its RBO, the East wants self-determination and peaceful co-existence.
As the West fights it hubristic Pyrrhic wars the East is moving into the new century and asserting its legitimate right to existence on its terms.The West speaks only the language of war where where the East speaks the language of reciprocity and rapprochement. The war in Ukraine came about because of the West’s connivance and refusal to employ diplomatic solutions where interests conflict.
Some how it appears the collective West sees war as a virtue, and totally oblivious to it’s consequences. We live in a “invincible present” with a pathological disregard for history as an integrated matrix where the past is the present, and the present predictive of the future. Where war mongering geopolitical agendas clash with the cycles of history, history will prevail and impose harsh judgments as it has in past eons. Our contempt for the cycles of nature easily extends to our contempt for the cycles and truths of history.
The question arises how much of our contempt can planet Earth withstand?
As the seeds of empires are sown, so too are the seeds of its destruction, by the very same hands creating it. We are repetitive creatures addicted to the same pit falls over and over.
Canada used to be regarded as a peace loving and peacekeeping nation . Now like other NATO member states wars are started at the drop of a hat, seen as the only diplomatic tool available, and with a total disregard for ultimate consequences. When it comes to war NATO has become world’s the Mad Hatter on steroids, steeped in betrayal of its populations. We are slaves to its wars and the price that goes with them.
Joly indicates changes within her department will be administrative; but administration is meaningless where there is no mission statement1 . Without a mission statement her “overhaul” serves no useful purpose; so is she also signalling Canada’s foreign policy is going to take a new more independent direction, addressing the realities of a new century and not mired in a century long past?
Canada is on the wrong side of history. As the West insists on endless war, the East is emerging as a multipolar world in pursuit of peace and prosperity for all and lifting all boats. Where as the rapidly declining unipolar world dominated by the West can only speak for more war , more wreck and ruin, more self-denigration.
Canada’s PM visits Ukraine full of hugs, cash, more equipment for a war that is dangerously escalating dangerously out of control, with NATO as the agent for global chaos pouring more gas on the fires of war. It seems war for the PM is yet another way of virtue signaling.
The Right Honorable minister must ask of herself and her colleagues is her department capable of waging peace and diplomacy with the same vigor it wages war in a time when the question of planetary extinction looms large on too many fronts.
As long as Canada’s Foreign Affairs is a branch office of the US State Department it will never have much prestige or be attractive to top drawer careerists.
